The 17th tropics system of the season has formed in the Atlantic. 

The National Hurricane Center just released the first advisory for Tropical Storm Rafael.

Rafael has maximum sustained winds of 40 mph and is moving towards the NNW. A general north track is expected hand the system may eventually pose a threat to Bermuda.
